Capsul's cron runner does important things like reminding people when their balance is low, and shutting off accounts when their credit dips below the threshold.

Move env var definitions to a YAML snippet / macro / whatever it's called
Define a new service similar to the app one, which runs periodically
Test to make sure it's working!
