Discussed today at the Kite-Flying hour:

Makes it more collaborative
Makes it static and readable, not generated on the fly by tooling
abra recipe ... can submit changes to it
Releases of new versions of apps will be easier to see from dev side of things

Probably some other stuff I missed.
