If there is nothing in ~/.abra/recipes/ then it errors out but it instead could download the catalogue and work from that.

This is now tested in https://git.coopcloud.tech/coop-cloud/abra/src/branch/main/tests/integration/dirs.bats and elsewhere in the integration suite.
