Clarify expectations/obligations of Federation Memberships #579

As brought up by Nick Sellen in #coopcloud-tech

I brought up the topic in our Karrot meeting today about applying to join the co-op cloud federation, the universal response was to ask what the expectations/obligations would be if we did, I didn't find a bit on the website specifically covering this, so would be happy for any input here, and I'll take it back to the team next week :)

As @decentral1se responded, Federation Requirements were :

Participate in voting
Pay recurring dues or apply for solidarity waiver
There is also a code of conduct

...maybe we need to write this up haha think its maybe listed in a few resolutions already, so just gathering in one spot is good
