We have a repository which includes a git submodule. And for it to work, you need to also add the deploy key of the main repo to the submodules repo.

Hugo sites often have submodules of theme repositories. So I imagine more people will run into this problem, and the fix should be easy to find. (NB: hugo now recommends using hugo mod to load themes without submodules, but instructions in theme readmes are inconsistent.)
