refactor!: create and use TagDelta struct et al
add a TagDelta struct with accompanying function String()
rename UpgradeElement() to UpgradeDelta() and change the return type
move UpgradeType() to be a function of TagDelta
add ParseDelta() that returns a TagDelta from string
