b02df70f6f Windows: don't overwrite PID file if process exists 
pidfile.New() was opening a file in /proc to determine if the owning
process still exists. Use syscall.OpenProcess() on Windows instead.

Other OSes may also need to be updated here.

e0fdaa87e8 Moved pidfile from utils to pkg 
Fixes #10958 by moving utils.daemon to pkg.pidfile.
Test cases were also added.
Updated the daemon to use the new pidfile.
