Some tests had to be skipped as there's some issues to address, and
some of the result-types cannot be mocked / stubbed.

This uses the DefaultShellCompDirective feature which was added
in cobra to override the default (which would complete to use
files for commands and flags).
Note that we set "cobra.NoFileCompletions" for many commands, which
is redundant with this change, so we could remove as well.

This replaces the visitAll recursive function with a test that verifies that
the option is set for all commands and subcommands, so that it doesn't have
to be modified at runtime.
We currently still have to loop over all functions for the setValidateArgs
call, but that can be looked at separately.

It's only used internally, and has no external consumers. Un-export
it, rename it to something more descriptive, and move it to a separate
file to align with other packages.

Not all flags have completions yet, and for those that don't have completion,
we disable completion to prevent it completing with filenames.

Since go 1.7, "context" is a standard package. Since go 1.9,
x/net/context merely provides some types aliased to those in
the standard context package.
The changes were performed by the following script:

Running `docker service ps --quiet` should print the
full, non-truncated ID, even if the `--no-trunc` option
is not set.
This patch disables truncation if the `--quiet` flag
is set.

The docker CLI matches objects either by ID _prefix_
or a full name match, but not partial name matches.
The correct order of resolution is;
- Full ID match (a name should not be able to mask an ID)
- Full name
- ID-prefix
This patch changes the way services are matched.
Also change to use the first matching service, if there's a
full match (by ID or Name) instead of continue looking for
other possible matches.
Error handling changed;
- Do not error early if multiple services were requested
and one or more services were not found. Print the
services that were not found after printing those that
_were_ found instead
- Print an error if ID-prefix matching is ambiguous
