This replaces the visitAll recursive function with a test that verifies that
the option is set for all commands and subcommands, so that it doesn't have
to be modified at runtime.
We currently still have to loop over all functions for the setValidateArgs
call, but that can be looked at separately.

This patch removes the explicit `commands.AddCommands` function and
instead relies upon the `internal/commands` package which registers each
CLI command using `init()` instead.

This patch deprecates exported system commands and moves the
implementation details to an unexported function.
Commands that are affected include:
- system.NewVersionCommand
- system.NewInfoCommand
- system.NewSystemCommand
- system.NewEventsCommand
- system.NewInspectCommand

The `conn` here is `*winio.win32MessageBytePipe` which does not have a
`CloseRead` method (it does have `CloseWrite`) resulting in:
docker@WIN-NUC0 C:\Users\docker>.\docker-windows-amd64.exe system dial-stdio
the raw stream connection does not implement halfCloser
Also disable the path which uses this for cli-plugins on Windows.

The `docker` CLI also needs to be installed on the remote host to
provide `docker system dial-stdio`, which proxies the daemon socket to stdio.
