These test cases cover various arguments for docker create/run --ipc
option, as well as daemon's --default-ipc-mode cli option and
configuration file parameter.
For the description of container IPC modes, see previous commit.

The --allow-nondistributable-artifacts daemon option specifies
registries to which foreign layers should be pushed. (By default,
foreign layers are not pushed to registries.)
Additionally, to make this option effective, foreign layers are now
pulled from the registry if possible, falling back to the URLs in the
image manifest otherwise.
This option is useful when pushing images containing foreign layers to a
registry on an air-gapped network so hosts on that network can pull the
images without connecting to another server.

This fix made several updates:
1. Update opts.MemBytes so that default value will not show up.
The reason is that in case a default value is decided by daemon,
instead of client, we actually want to not show default value.
2. Move `docker run/create/build` to use opts.MemBytes for `--shm-size`
This is to bring consistency between daemon and docker run

This fix fixes issue raised in 29492 where it was not
possible to specify a default `--default-shm-size` in daemon
configuration for each `docker run``.
The flag `--default-shm-size` which is reloadable, has been
added to the daemon configuation.
Related docs has been updated.
This fix fixes 29492.

StopWithError and RestartWithError in case we care about the
error (and want the error to happen).
This removes the need to check for error and make the intent more
clear : I want a deamon with busybox loaded on it — if an error occur
it should fail the test, but it's not the test code that has the
responsability to check that.

This fix tries to add a daemon config parameter `--shutdown-timeout`
that specifies the timeout value to stop containers gracefully
(before SIGKILL). The default value is 15s.
The `--shutdown-timeout` parameter is added to daemon options and
config file. It will also be updated during daemon reload.
Additional test cases have been added to cover the change.
This fix fixes#22471.

the order in which disconnect takes place is undetermined,
so don't check for the full name
this test was passing due to a previous bug, that
always returned the same network-name.
this bug was recently fixed in 148bcda3292563df8e433a3d7987810cd5702dec
(pull request 23375), exposing this test to be
flaky.

If cgroup swap memory limit isn't enabled, then
the -m flag doesn't work and the container that is created for
both of these tests is very large. Because we are trying to run the
containers out of memory, this takes a very long time and causes the
tests to fail most of the time.

When running LXC dind (outer docker is started with native driver)
cgroup paths point to `/docker/CID` inside `/proc/self/mountinfo` but
these paths aren't mounted (root is wrong). This fix just discard the
cgroup dir from mountinfo and set it to root `/`.
This patch fixes/skip OOM LXC tests that were failing.

This fixes the `docker events`-related tests as they have been
failing due to clock skew between CI machine and test daemon on
some other machine (even 1-2 seconds of diff causes races as
we pass local time to --since/--until).
If we're running in same host, we keep using time.Now(), otherwise
we read the system time of the daemon from `/info` endpoint.
Fixes pretty much all events-related tests on windows CI.
