- Move go package used by both `integration-cli` and `integration` to
`internal/test/fixtures`.
- Remove fixtures that are not used anymore (moved to `docker/cli` a
while ago) : deploy, notary, secrets.

This was added as part of a53930a04fa81b082aa78e66b342ff19cc63cc5f with
the intent to sort the mounts in the plugin config, but this was sorting
*all* the mounts from the default OCI spec which is problematic.
In reality we don't need to sort this because we are only adding a
self-binded mount to flag it as rshared.
We may want to look at sorting the plugin mounts before they are added
to the OCI spec in the future, but for now I think the existing behavior
is fine since the plugin author has control of the order (except for the
propagated mount).

Update and unify the `busybox` images on all arches to the `glibc` multi-arch
version and remove the temp workaround on amd64 which uses the old version
busybox (v1.26) before this PR to bypass the failure of those network related
test cases. Also, this PR will fix all the network related issues with `glibc`
version `busybox` image.

libcontainerd has a bunch of platform dependent code and huge interfaces
that are a pain implement.
To make the plugin manager a bit easier to work with, extract the plugin
executor into an interface and move the containerd implementation to a
separate package.

Use the (new) plugin fixtures for plugin tests rather than pulling
plugins from hub.
This removes the restriction for platforms/archs since plugin binaries
get built in the test environment.
Future work would be to add test plugins for the various subsystems so
tests that are actually using plugins (e.g. volumes, networks) can be
ported to use the fixtures as well.

This change implements communication with an external credentials store,
ala git-credential-helper. The client falls back the plain text store,
what we're currently using, if there is no remote store configured.
It shells out to helper program when a credential store is
configured. Those programs can be implemented with any language as long as they
follow the convention to pass arguments and information.
There is an implementation for the OS X keychain in https://github.com/calavera/docker-credential-helpers.
That package also provides basic structure to create other helpers.
