It is wrong to pass an arbitrary string to a function expecting
%-style formatting. One solution would be to replace any % with %%,
but it's easier to just do what this patch does.

The behavior of service (create/update/scale) was changed in a recent PR
to docker/cli. This commit serves to remedy test failures experienced
when attempting to use service calls.
Should not affect current behavior.

Since this new version of the CLI resolves image digests for swarm
services by default, and we do not want integration tests to talk to

Change `docker service update` to replace attributes of the target
service rather than augment them. One particular occurrence where the
previous behavior proved problematic is when trying to update a port
mapping: the merge semantics provided no way of removing published
ports, but strictly of adding more.
The utility merge* functions where renamed accordingly to update*.
