Some tests had to be skipped as there's some issues to address, and
some of the result-types cannot be mocked / stubbed.

Adds tests for setting and updating swarm service CredentialSpecs,
especially when using a Config as a credential spec.

Updates the CredentialSpec handling code for services to allow using
swarm Configs.
Additionally, fixes a bug where the `--credential-spec` flag would not
be respected on service updates.

Since go 1.7, "context" is a standard package. Since go 1.9,
x/net/context merely provides some types aliased to those in
the standard context package.
The changes were performed by the following script:

If configs are declared for a service and pointing on an old
daemon, error out properly (instead of "page not found").
If there is no configs declared, don't call convertServiceConfigObjs
to avoid having an error.
