Alexander Morozov 11ef87f883 Generate capabilityList automatically ...

Generation based on CAP_LAST_CAP, I hardcoded
capability.CAP_BLOCK_SUSPEND as last for systems which has no
/proc/sys/kernel/cap_last_cap
