Vincent Batts 28a6204b27 vendor: update tar-split to v0.9.6 ...

Fixes rare edge case of handling GNU LongLink and LongName entries.
Perf improvements. /dev/null writes were taking CPU time during docker
push. Thanks @LK4D4
Various cleanup too.
