David Sheets 93ad69786f Add 'consistent', 'cached', and 'delegated' mode flags ...

This adds 'consistency' mode flags to the mount command line argument.
Initially, the valid 'consistency' flags are 'consistent', 'cached',
'delegated', and 'default'.
