Sebastiaan van Stijn 558ebd5922 vendor: github.com/spf13/pflag v1.0.6, remove local IPNetSliceVar fork 
- Add exported functions to preserve pkg/flag compatibility
- Add IPNetSlice and unit tests
- Revert the local fork added in 80a2256478,
  which was pending the upstream feature to be shipped in a release.
