Tianon Gravi dc6c9f58e7 Fix contrib/mkimage/debootstrap for Lucid

Later versions of `apt` are smart enough to just create this directory if it's missing, but Lucid balks (just like `gnupg` and `gpgv` aren't in the Required set so don't come in a minbase -- good ol' Lucid).

The `contrib` directory contains scripts, images, and other helpful things
which are not part of the core docker distribution. Please note that they
could be out of date, since they do not receive the same attention as the
rest of the repository.
