This follows from https://git.autonomic.zone/coop-cloud/abra/issues/102 in a more general form since we may want to not use the suggested abra app ls --status approach and might have other ideas.

We're still in TODO.md mode, so this is more of a later thing, but just leaving it here so we can get back to it.
