Moby and Docker are separate projects, so
don't assign docker milestones to pull requests
in this repository.

Some words such as "swarm" and "apparmor" were recognized as "arm".
So remove "arm" from the list at the moment.

This would prevent labeling e.g. systemd related issues to swarm.
