David Calavera 027f002cb3 Move Config and HostConfig from runconfig to types/container. 
- Make the API client library completely standalone.
- Move windows partition isolation detection to the client, so the
  driver doesn't use external types.

Phil Estes 1efd61d215 Add user namespace enable flag --userns-remap in experimental build 
This adds the capability to turn on user namespace support when using an
experimental build Docker daemon binary using the `--userns-remap` flag.

Also documentation is added to the experimental docs.
