Use a variable in the Makefile to set the GO_VERSION for the builds.
GO_VERSION is defaulted in all Makefiles as `1.10.2`, but can be set when running make: `make GO_VERSION=1.10.1 deb`.

The "armhf" images on Docker Hub are deprecated
in favor of the "arm32v7" and "arm32v6" images.
Note that the Alpine image is built for arm32v6,
which is compatible for both arm32v6 and arm32v7.
