fd08bae89c Remove redundant build-tags 
Files that are suffixed with `_linux.go` or `_windows.go` are
already only built on Linux / Windows, so these build-tags
were redundant.

608a03b9d5 Have VFS graphdriver use accelerated in-kernel copy 
This change makes the VFS graphdriver use the kernel-accelerated
(copy_file_range) mechanism of copying files, which is able to
leverage reflinks.
