Olly Pomeroy 64a3cdad96 Switch swarmmode services to NanoCpu 
Today `$ docker service create --limit-cpu` configures a containers
`CpuPeriod` and `CpuQuota` variables, this commit switches this to
configure a containers `NanoCpu` variable instead.
