Eli Uriegas 9e2e0e95d9 Add RPM package building for docker-ce-cli

Splits out the docker-ce package and docker-ce-cli package into their
own things.

Still TODO: need to have a cleanup on the dependencies for the
Dockerfiles

Docker CE Packaging

This repo contains the open source scripts for packaging Docker CE products.

This repository is solely maintained by Docker, Inc.

The scripts will build for this list of packages types:
