How to propose this resolution

@room I'd like to propose Budget XXX: Large Decision XXX: XXX - XX-XX-XX.

There already seems to be some stuff in this regard in
https://docs.coopcloud.tech/federation/proposals/federation/#decision-making , but what is stated in there ( for example the decision page), seems outdated.

Also, it seems i can't join #coop-cloud-voting:autonomic.zone as of right now

ps: a hint that mkdocs.yml has to be edited is missing in your draft @decentral1se
