Some Federation Resolutions have attached budgets, some of which have not been fully utilized.

These can be reflected in the structure, both in the Federation's ledger and in Open Collective as a General Fund and Special Funds for adopted resolutions. The General Fund would be the default account and would pay out operating expenses, such as server costs.
