About eleven handlers build their own template set, the project lint builds one with stand-in functions, and more than twenty test files build more. A test can pass with functions the console does not use. When a template calls a function the lint lacks, the lint prints a parse error, skips that template's link and target checks, and passes.

Done when: one constructor per surface is called by the console, the lint and the tests, and an unparsable template fails the lint.

Each surface's template set now comes from one constructor in internal/web, MemberTemplates or OperatorTemplates. The console's handlers, the project lint and the render tests all call them, so a template that calls a function its surface lacks fails the lint as it fails boot, and no test builds a set with stand-in functions. The lint also fails on a template file no surface parses.
