What happens

ReconcileFedWikiSiteCreateWorkflow loads its request and, when the farm holds no site, releases the create's reservation. Both steps run with LocalActivityOptions, which allow three attempts. A database outage longer than that fails the run, and the request stays accepted with its name and slot held; the member's row shows Pending. Startup settles requests at boot and about two minutes later, and after that nothing starts the reconcile again until the next boot.

What should happen

Both steps retry without an attempt limit, as the status reconcile's load does (statusLoadActivityOptions), and keep their non-retryable errors. Replay does not compare retry policies, so the recorded histories replay unchanged.
