What happens

The offer gives a tier Switch based on its price being listed, default, recurring and purchasable. It never compares the price's currency with the subscription's. Stripe does not let a subscription change currency. So on a ladder whose tiers are priced in different currencies, the member confirms and reads "We couldn't complete that change. Try again in a moment." every time.

What should happen

A tier priced in another currency than the subscription's is not offered as a switch.

The card offers a move that can never succeed. It only happens on a ladder with mixed currencies.
