The question

An entitlement set (the named collection of rules that says what a product delivers) has an Active toggle that was re-scoped to the only thing it enforces: whether the set appears in the operator's pickers. It never affected delivery, and a set marked inactive keeps delivering to every pool provisioned from it. What should retiring a set mean for the products that sell it and for the pools already carrying it?

What depends on the answer

Whether an operator can take a set out of service at all, and what the toggle is called once it means something. The answer also decides whether the products built on a retired set stay purchasable and what a pool's limits become when the set behind them is retired.

Options known so far

Refuse retirement while any product or live provision cites the set, so retiring is a check plus a message naming what holds it.
Allow retirement and define the effect: live provisions keep their current limits until their own next conferral, or they are recomputed without the retired set's contributions.

The entitlements model states what retiring a set does to the products that sell it and the pools it provisioned, and the control on the page says the same.
