What a person cannot do today

See, on the operator page that lists wiki sites, how many sites an organization is allowed to have. The page gives each site its domain, owner, type, status and creation date; the limit carried by the owner's pool (the per-organization record of what the organization is allowed) is nowhere on it. The organization page does show the limit beside the usage, so the fact is available; the page an operator lands on when they are looking at sites does not carry it.

What they should be able to do

Read an organization's site limit and its current count where its sites are listed, and see at once when a row's owner is at or over the limit.

Why it matters

A pool whose limit has been recomputed to zero looks exactly like a healthy one on this page, and the first sign of it is a member failing to create a site. That has happened: a change of an organization type's default, made against an entitlement set that did not yet carry a rule, left every personal organization at a limit of zero, and nothing showed it until a member tried. The write path that allowed it is fixed; the blind spot in the reading is not.
