TestServeConsoleBeforeDependencies failed once under the full suite with
"Temporal was dialled 1 times after serveConsole returned", and passed 30
times out of 30 alone. The listener counts a connection when it accepts
it, and the kernel completes the connection before the listener accepts
it, so under load a dial made just before serveConsole returned was
counted after it. A connector that outlived the console would have
dialled six times or more in the 500 milliseconds the test watches,
since its waits are at most 75 milliseconds here, and both the SDK and
the connector close the client on every failed attempt.
assertNothingOutlives now waits 200 milliseconds before it reads the
count it compares with, so that dial is counted first.
