This PR includes:

updating peach_package_builder to use the new peach-workspace format
updating peach_package_builder to build peach-config in rust instead of the python original

If we had been using the peach-workspace format originally, I might have structured peach-package-builder differently, but so it goes. I will save that refactor for another day and just use this working version for now.
