The database restore does not perform a clean rollback. The current restore.post-hook simply imports backup.sql into the existing database. This replaces the tables included in the dump, but it does not remove tables or other objects created after the backup. To guarantee an exact rollback, the database should be dropped and recreated before importing the dump.
