The command to create the first user didn't work for me.

The -c flag was not recognized, and app.ini wasn't immediately found.

I had to enter the container ...

abra app run forgejo.opentech-auc.org app -- sh

... and find the location of app.ini...

find / -maxdepth 6 -iname 'app.ini' 2>/dev/null

And adjust the command like this:

abra app run YOURAPPNAME app --   forgejo --config /var/lib/gitea/custom/conf/app.ini     admin user create     --username USERNAME     --admin     --random-password     --email EMAIL

Now it works.
