Add support for creating Njalla servers #588

According to Operators Handbook when Creating a new server it claims abra tool

...currently support Servers.coop & Hetzner.

Given how cool of a service Njalla is and the fact that some good folks at the Cyberia Computer Club made some NJALLA API Documentation, it should also be possible to add Njalla to supported services.

Njalla is definitely cool!

I think the docs are out-of-date, server creation was removed from abra because (if i remember right) it was seen as scope creep, trying to effectively rebuild ansible / terraform seemed a) likely overlapping a lot with folks' preferred way of making new servers b) hard to maintain and test and c) a distraction from abra's main goals.

If someone wanted to make a separate little tool to make coop-cloud-ready servers, under the coop-cloud umbrella, that'd be radical, in the meantime I think removing that section from Operators Handbook would probably be best.
