aight i took a first stab at #1! haven't done any verification at all. but tried to comb through https://github.com/n0-computer/iroh/blob/9afd2bc1985d80b9afea9900ac26290c84f1f6a6/iroh-relay/src/main.rs and see what config options are hidden and gather them all in one spot. then for less overload i intend to provide easy copyable snippet-configs like the manual cert one in this draft

don't think i'll have more time to iterate on this for a while so feel free to edit / tweak / merge at-will!
