This PR was compiled in preparation for publishing golgi as a crate on crates.io.

Adds the following manifest key-values:

  • authors
  • readme
  • description
  • repository
  • homepage
  • license
  • license-file
  • keywords
  • exclude

Adds the LGPL-3.0 license.

Pertains to issue #28.
