Tobias Klauser 4437cd08db sysinfo: use Prctl() from x/sys/unix ...

Use unix.Prctl() instead of manually reimplementing it using
unix.RawSyscall. Also use unix.SECCOMP_MODE_FILTER instead of locally
defining it.
