Daniel Nephin 5ff0f9ef5e Refactor ResolveAuthConfig to remove the builder dependency on cli code. 
registry.ResolveAuthConfig() only needs the AuthConfigs from the ConfigFile, so
this change passed just the AuthConfigs.
