This is sadly a basically unreviewable PR due to it's size. The good news is that it's mostly tests! The motivation for this started off with the regression loops caused by the attempts to make abra more resilient to offline use cases. This caused a lot of bugs. In order to fix this once more and be sure of it, I started to write some tests. So, the test to fix the --offline and related functionality (hopefully once and for all) are included here. Also any bugs I found a long the way, I fixed up too. The rest are integration tests for all the CLI commands. See coop-cloud/organising#401 and https://docs.coopcloud.tech/federation/resolutions/passed/002/ for more.
