b1b03b3caa cli-bin/windows: Add .exe extension
Before this commit, the CLI binary in `dockereng/cli-bin` image was
named `docker` regardless of platform.

Change the binary name to `docker.exe` in Windows images.

1d214b009d update to go1.21.9
