Doug Davis 330477b5f0 Fix use of **/ in .dockerignore ...

.dockerignore pattern of **/.foo incorrectly matched **/bar.foo
because **/.foo was getting converted into a .*\.foo regex
instead of (.*/)*\.foo

Closes #29014
