Yong Tang a6603c31a0 Fix wrong CPU count after CPU hot-plugging on Windows ...

This fix tries to fix wrong CPU count after CPU hot-plugging.
On windows, GetProcessAffinityMask has been used to probe the
number of CPUs in real time.
