Ian Campbell ced837f499 Check for LEGACY_VSYSCALL_* options ...

Chosing LEGACY_VSYSCALL_NONE (over NATIVE or EMULATE) will mean that binaries
using eglibc <= 2.13 will not run (segfault).

Fixes #28705.
