Sometimes it isn't possible (e.g. healthcheck: disable) but most of the time it is and having healthchecks has a direct connection with how we can determine how successful a deploy was and also how fast it will happen. So, it seems like the way to go is to get them into each app we package and mandate that they should be put in.
