Fix HTMX expired-session handling, CSP-blocked form behaviors, reorder recovery, billing currency display, plan/checkout guards, FedWiki quota edge cases, and operator/member empty/error states. Add entitlement uniqueness migrations, canonical migration source wiring, and regression coverage for the remediated flows.
