"Add new media_retention options to the homeserver config for routinely cleaning up non-recently accessed media."

When doing the upgrade work, follow the https://git.coopcloud.tech/coop-cloud/matrix-synapse#generating-a-new-homeserver-yaml dance to get a new copy of the default homeserver.yaml and then add in the new options.
